Rumsey proposed that he should be appointed Collector of Light Dues, and an Examiner under section 15 of Ordinance 8 of 1879, and that he should be allowed to retain the fees payable to such an examiner under sub-section of thereof.
I approved of these suggestions with the exception that Commander Hastings was not to retain any fees he might receive for his own benefit.
On the 8th of May the Assistant Harbour Master wrote a letter pointing out that he was not ex officio a member of the examination Board under the Ordinance, that when appointed thereon he was legally entitled to a fee and that if allowed to retain such fee he must beg that I would not appoint him to serve on such Board.
